Variables used to determine bad run lists

- Event level cuts:
- |vz| < 145 cm
- vr < 2 cm
- Pileup rejection:
- Pileup rejection based on RefMult vs. bTofMatch will only be determined AFTER bad run rejection
- Applied in StRefMultCorr
- Track quality cuts:
- Primary tracks
- |eta| < 1.5
- NHitsFit >= 10
- DCA < 3 cm
- 0.06 < pT < 2 GeV/c
