The version in Aug, 2014 from Yaping has been tested. It can be run under pure starsim simulation, run14 AuAu200 production chain, and SL15e embedding test chain.

IST Calibration I - Yaping
1. IstControl and IstGain and kIstTimeBinFrac vector need to revisit these two tables for simulation once the software is in place - Yaping
2. double check whether the offline reconstruction chain pick up the new DB entries with +1 second time stamps - Yaping
3. cross check the dead chip list between Yaping and Bingchu/Zach's list - Bingchu
